Britain's Queen Elizabeth received a birthday card from North Korean leaders.
The 88-year-old monarch received a congratulatory note for her official birthday on June 14 from the second most powerful man in the dictatorship, Kim Yong-nam, the president of the Presidium of the Supreme Assembly of North Korea.
The official Korean Central News Agency reported that the message "wished the queen good health and happiness", as well as "well-being and prosperity" to British citizens.
Additionally, the British embassy in Pyongyang reportedly held a reception to mark the occasion, with guests including the Vice-Minister of Foreign Affairs and the Vice-Minister of Foreign Trade.
Experts believe the note was sent as North Korea is looking for "new friends" because China is growing increasingly close to forging an alliance with South Korea.
Toshimitsu Shigemura, a professor at Tokyo's Waseda University and an authority on North Korean affairs, said: "North Korea is looking for new friends, while they have also sent officials to London to make money on the stock market and seek development aid.
"But there is also real concern in the leadership there that the regime could collapse without China's support, so they are looking for a country that might provide them with political asylum. It is possible that they think Britain might provide that."

He also met with the Prime Minister in a summit also attended by Foreign Secretary William Hague, Chancellor George Osborne and Energy Secretary Ed Davey.
The Chinese leader is hopeful his three-day visit will further business and cultural ties with the UK and also help to "change misperceptions and misgivings" about his country.
During the trip, he is expected to formally agree commercial deals and investments worth up to £18 billion in various sectors such as energy and finance.

Britain's Prince George's first birthday will be marked with a £5 coin.
The royal mint unveiled the design for the sterling silver piece yesterday (16.06.14), which has been approved by the prince's parents Prince William and Duchess Catherine, his great-grandmother Queen Elizabeth and Chancellor George Osborne and bears the heraldic royal arms - which incorporates the four quarterings of the royal arms each contained in a shield, as well as a rose, thistle, leek, a sprig of shamrock and a crown - and the year 2014.
Shane Bissett, director of commemorative coin and bullion at the Royal Mint, said: "As Prince George of Cambridge reaches the significant milestone of turning one year old, we felt there could be no more fitting design to mark the first birthday of our future king than the royal arms - the arms of the monarch - minted in honour of the future heir to the throne.
"The choice of a silver coin is significant too as the precious metal is closely associated with newborn babies, as crossing the palm of a newborn baby with silver is a way to wish them wealth and good health throughout their life, whilst the £5 coin is a favourite for royal celebrations."
George - who turns one on July 22nd - is the first royal to have a coin issued to mark his first birthday.
They will be produced in a limited mintage of 7,500 and will cost £80 each from www.royalmint.com.

Britain's Prince Charles has agreed to fund an apprenticeship for a clog maker.
Trefor Owen, of Criccieth, Wales, is one of just a handful of craftsmen in the UK still making the unique footwear and feared his trade would be lost forever as he struggled to find the support to hire a younger apprentice, but after speaking about his plight on Radio 4 last year, Charles stepped in to help.
Mr. Owen said: "I got a phone call from a woman who said she worked for Prince Charles and wanted more information.
"I thought it was a wind-up or a con trick. It was a great shock and certainly not what I expected. I believe he has a very strong interest in heritage and traditional crafts, and he was struck enough by my story to have his staff follow it up."
The craftsman said he felt a "moral obligation" to pass on his knowledge and was concerned there are no young people studying the craft.
He told Wales' Daily Post newspaper: "I'll be 63 in a couple of weeks' time and, while it's unlikely I will ever retire, I may soon want to slow down or do other things.
"We make clogs for an international trade, but the core of our business is young Welsh dancers. There needs to be continuity in the clogmaking so that there's continuity in the clog dancing. If you have no clogs, you have no dancing.
"There is a sort of moral obligation to make sure I pass on the skills.
"I don't know of anyone under 50 making clogs in England, Wales or Scotland, and nobody is teaching young people how to do it.
"I was looking for a number of years to set up a training scheme of some kind to pass the skills on. I approached all sorts of organisations without success."
With Charles' help, Gwilym Bowen Rhys, 21, has now begun learning the craft and his boss is already impressed by his young employee.
He said: "It's a great relief to find someone. I was getting concerned about who was going to follow on from me.
"It's very early days, but Gwilym is energetic and enthusiastic."
A spokesperson for the prince said he was "glad" to help.
His representative said: "The Prince of Wales was keen to see the craft of traditional Welsh clog making continued, and so was very glad to contribute to help ensure that Mr Owen could recruit an apprentice."

A car once owned by Britain's Prince Harry has failed to sell.
Car dealer Baron Cole paid £37,500 in February for a black RS3 Audi hatchback - nearly £2,000 more than its list price - and hoped to use its royal connection to sell it on for £40,000, but with the rush of buyers he anticipated failing to materialise, he has now sold it to another dealer for the price he originally paid.
Mr. Cole said: "Audi made no secret of the fact it was Prince Harry's car. It was even announced as such at the Audi UK auction.
"It was bought at auction by an Audi dealer in Stafford who I bought it after they confirmed in an e-mail that it had been a 'Royal Car' which had been used by Prince Harry."
The trader - who previously sold three former royal vehicles, two Land Rovers and a Jaguar - thinks the vehicle was too basic to attract buyers.
He explained to the Daily Express newspaper: "I thought it would have loads of added extras, but actually it was very low spec.
"The only extra thing Harry had was privacy glass. I came to the conclusion that people would rather buy a higher spec car driven by Joe Bloggs than a low spec one driven by Prince Harry."
The royals lease their cars from Audi at a rumoured 60 per cent discount, but their names never appear on registration documents, so the word of the manufacturer is the only thing that can authenticate their previous prestigious owners.
An Audi spokesperson said: "The dealer should not have passed this information on to the customer. That is against company policy".

Britain's Queen Elizabeth, her husband Prince Philip, sons Princes Charles, Andrew and Edward, daughter Princess Anne and grandson Prince William took part in the annual Order of the Garter service yesterday (16.06.14).
The royal party donned lavish blue velvet robes and black velvet hats with white plumes to walk the grounds of Windsor Castle to St George's Chapel for the Most Noble Order of the Garter Ceremony with other Garter Knights, watched by thousands of spectators, including William's wife Duchess Catherine and Edward's wife Sophie, Countess of Wessex.
Charles' wife Duchess Camilla was unable to attend after falling ill.
A Clarence House spokesperson said: "The duchess has been advised by doctors to rest having had a heavy cold which has turned into sinusitis. She very much hopes to attend Ascot tomorrow."
Meanwhile, Viscount Aithrie - who fainted in the House of Lords earlier this month - returned to his pageboy duties, holding the queen's train along with another Page of Honour, Hugo Bertie.
The Order was founded in 1348 by Edward III and is awarded by the monarch for outstanding public service and achievement, and recipients are chosen either because they have held public office, contributed to national life or served the sovereign personally.
Appointing Knights of the Garter is the queen's own decision and she doesn't have to consult ministers.
There can only be 25 Knights at any one time and yesterday two new members were invested by the queen in the Castle's Garter throne room.
These were former Bank of England governor Mervyn King and ex-head of MI5 Eliza Manningham-Buller.
